Nigeria: the dispute between the airlines and Nigerian customs authorities has now been resolved, and normal service has now resumed.

DPD Classic Non-EU Exports: On Friday 27th the HM Revenue & Customs system experienced serious technical problems. This meant we were unable to submit the export customs clearance declarations for DPD Classic shipments to non EU destinations (e.g. Switzerland and Norway). This fault was not rectified by HMRC until Saturday 28th.

We were unable to export DPD Classic shipments to non-EU destinations which were collected on Friday. Due to the Bank Holiday these shipments will be processed and exported today (Monday 31st August).

Hungary

Please be advised that there is a Bank Holiday in Hungary on Friday 20th August

Philippines

Delivery delays should be expected due to adverse weather caused by Typhoon Conson.

Malaysia - New regulations for Wood Packaging ISPM-15 (Updates)

Please note that the Department of Agriculture in Malaysia has agreed that treated/fumigated and marked Wood Packaging Material is now allowed to be reused/recycled into Malaysia.

The previously required certificate is no longer necessary for these materials ISPM-15

UAE, Saudi Arabia, Kuwait. Bahrain & Oman

The following information must be provided on the customer's commercial invoices for high value shipments to enable customs clearance:

- The invoice must be on company letterhead paper
- The Commodity Code for each item in the shipment must be clearly stated
- The Country of Manufacture for each item

High Value Amounts in each destination:

UAE $272 USD (approx £180 GBP)
Saudi Arabia $100 USD (approx £65)
Qatar $127 USD (approx £80)
Kuwait $270 USD (approx £175)
Oman $50 USD (approx £30)
Bahrain All non document shipments

Failure to provide this information will result the shipment being held by customs which will then incur customs penalties and storage charges.

These charges will be payable by the consignor.

Please note that China Customs announced new import customs regulations effective  1st of July 2010:

·All non-document shipments will undergo customs inspection an will require formal customs clearance for all import shipments into China and may cause 2-3 days delays.

Origins have to notify their clients accordingly to expect various delays and service issues in the next month of implementation.

·IMPORT REQUIREMENTS:

  1. The HAWB and Invoice accompanying the shipment must provide a very detailed consignee information (custom Registration 10 digits code)/address/phone (additional mobile number is a plus), commodity description on the record with the number of items and a detailed packing list for multiple categories/items/pieces, and correct HS code for all items in the shipment. If not, GDA's agent will be providing it locally, which means additional delays.
  2. If the consignee does not have the customs Registration code, then he needs a 3rd party broker who has it for the import clearance procedure.
  3. Consignee has to provide POA (power of attorney) for the clearing agent or a 3rd party broker.


Note that it is up to the Customs authorities to treat the shipment as Personal or Commercial use. There should be no customs charges/taxes for clearing low value (up to 150 USD) personal shipments but still this depends on the customs evaluation and classification.

China - Import Restrictions


Applies to those customers who use the DPD Express service for China

Please be reminded of the following *important information* regarding
exports to China:

Customs clearance procedures for China can vary dependent on the value
of goods, whether the consignee requests formal clearance and whether
the goods require an import license.

*_High value shipments (over $48 USD) _ *
The consignee will be contacted before export to determine whether they
have the correct paperwork/permit to receive the goods and if they
require a formal clearance to take place.
If the consignee does not have the correct paperwork or trade license,
the goods will be returned to our customer in the UK.

This process should prevent issues arising in customs and additional costs.

Expected transit time for high value shipments is 5-7 days.

The consignee's telephone number should always be provided on the invoice.


*_Import Licenses_ *
Please be aware the following goods require an import permit or China
Compulsory Certification (CCC), regardless of value. It is recommended
these goods are _not _exported to China:


1. Electrical Goods -- including home appliances, light bulbs, LED
indicators, hi fi systems or other electrical equipment, etc

2. Electronic Goods -- including mobile phones, computers, laptops,
PDAs, calculators or electronic parts, printers etc

3. Machinery -- including automobile parts, generator and including
machinery moulds etc

4. Liquids / Powders / Pastes

5. Consumable Items : including food and medication

6. Jewellery and Handicraft - including watches and clocks

7. Sports Goods -- including golf clubs & accessories, shoes, rackets
etc

8. Printer toners (new or used/ empty toner casing etc)

9. Multimedia storage -- including CDs, DVDs, videotape and mass
storage devices etc

10. Miscellaneous Items -- including leather goods, perfumes, musical
instruments, fertilizers

Japan – Export Requirements

Applies to those customers who use the DPD Express service for Japan

Please be reminded of the following important information regarding exports to Japan:

- All invoices should be printed on company letter-headed paper

- There should be at least 1 original and 3 copies of an invoice, all with an original signature

- The consignee’s telephone number is mandatory

- The value of the goods must reflect the true commercial value

Failure to follow the above may result in the Japanese Customs authorities holding the shipment until the correct paperwork is provided.

Additional Commodity Specific Information:

Cosmetics

The following conditions must be met:

If consignee is an individual, shipment should not exceed 24 pieces per item.

Example: 2 soaps packed in a box is counted as 2 pieces, therefore 12 boxes may be imported.

If the consignee is a company, an import license and sales license are required prior to import.

Clothing

Provide an accurate description and the type of material.

For example: Polyester Sports Trousers or Cotton Skirt

Discs

The invoice must include the consignee's telephone number, disc titles, quantity and intended use (educational, personal, commercial, entertainment or instructional). The consignee will be contacted to verify this information

Films

The invoice must include the consignee's telephone number, the title of the film, the type of film (VHS, DVD, BETA, etc), and the quantity. Used films may require censorship. For 355mm film, expect at least one month delay for censorship.

Food

All types of shipments containing food are prohibited for import into Japan.

Medical Items

An import license is required for all medical items. This includes the shipment of medicines

Nutritional Supplements

An import license is required, This includes the shipment of vitamins.

Shoes

Materials of sole and upper and its intended use are required in the commercial invoice.

For example, sports shoes, leather (upper), rubber (sole).

Tablewear

The consignee must provide an import notification for inspection to the Japan Health Ministry for the following items:

- Ceramic cups, saucers, glasses, spoon, knives and forks

- Food processors and their parts

- Can openers

This may also apply to other kitchen appliances.

Textiles

Provide an accurate description and the type of material.

For example: Polyester Sports Trousers or Cotton Skirt

Toys - Commercial shipments of baby toys need import notification and inspection by the Health Ministry. Personal shipments up to 10 kgs are exempt.

Videos/DVDs - The consignee will be contacted to verify the content and purpose for the import of videotapes. All video shipments must contain the following information on the commercial invoice:

Title of the video

Type of video format, such as VHS, DVD or other

Quantity of videos

Use of the video, such as educational, personal, commercial, entertainment, or instructional

Russia

Applies to those customers who use the DPD Classic & Express services to Russia

The Russian Government has implemented new customs clearance procedures in Russia. This has caused delays in customs clearance of up to two weeks.

This change affects all agents and carriers who will also be experiencing the same delays.

We will still export shipments to Russia via the DPD Classic and Express services but delivery delays must be expected.

New Customs Clearance Information for Turkey
New customs regulations in Turkey mean the process for returning shipment to the sender have changed.  The process is different for Air Express shipments (which are classed as courier) and DPD Classic shipments.

Air Express Returns Process
It is not possible for any shipment to be returned to the sender from Turkey through the Air Express network.  If the shipment needs to be returned the consignee and their customs broker must arrange the return themselves.

DPD Classic Returns Process
Shipments can only be returned from Turkey to the sender if the consignee provides Power of Attorney to their customs broker.
Additional costs should be expected.

If the consignee is not able to provide Power of Attorney it will not be possible to return the shipment and it will be destroyed by Turkish Customs.

It is recommended that customers contact their consignee before exporting any shipments to Turkey to ensure they are able to accept the goods.


Gaza
Please be reminded that deliveries to Gaza are suspended due to the political situation.


Brazil
For B2B deliveries - the receiver’s VAT number (known as CNPJ) must indicated on the invoice
For B2C deliveries – the receiver’s Tax ID (known as CPF) must be indicated on the invoice


COUNTRY INFORMATION
China, Japan & Australia


Applicable to all customers who use the Air Express service to China, Japan & Australia

China
Customs clearance procedures for China can vary dependent on the value of goods, whether the consignee requests formal clearance and whether the goods require an import license.

High value shipments (over $48 USD)

If the consignee does not have the correct paperwork or trade license, the goods will be returned to our customer in the UK.

Import Licenses
Please be aware the following goods require an import permit or China Compulsory Certification (CCC), regardless of value.  It is recommended these goods are not exported to China:

• Audio/video devices
• Books (can only be cleared by authorized companies)
• Electric tools
• Electric welding machines
• Electric wires and cables
• Information technology devices
• Lighting devices
• Low power electric motors
• Low voltage electric apparatuses
• Motor vehicle and safety accessories
• Motor vehicle tires
• Safety glass
• Telecommunication terminal devices


Japan
There are special stipulations on the following commodities when shipping to Japan, please ensure your customers are aware of the following in order to avoid delivery delays and problems in customs:

Clothes - provide an accurate description and the type of material. For example: Polyester Sports Trousers or Cotton Skirt

Cosmetics - following conditions must be met:
If consignee is an individual, shipment should not exceed 24 pieces per item.
If consignee is a company, import license and sales license are required prior to import. As samples, up to 36 pieces per item may be imported. As commercial, there is no limit on quantity.

Discs - The invoice must include the consignee's telephone number, disc titles, quantity and intended use (educational, personal, commercial, entertainment or instructional). The consignee will be contacted to verify this information

Films - The invoice must include the consignee's telephone number, the title of the film, the type of film (e.g. VHS), and the quantity. Used films may require censorship. For 355mm film, expect at least one month delay for censorship.

Australia
The Australian Customs Service randomly holds 5% of all formal entry shipments for a documentary and physical examination of the goods.  This process can cause delays of 24 to 72 hours.

The Australian Quarantine & Inspection Service screens all goods that are imported into Australia.

Incomplete invoices are charged an inspection fee. Using the following words to describe a shipment will incur Quarantine inspections and fees:

Sample, gift, present, sporting goods and used goods.

Quarantine inspections delay Customs clearance.

Clothing - All clothing must contain labels.  The labels must state the material composition and country of origin.  The label must be sewn into the garment, where the customer can see the markings, if the garments are packaged.  If the packaging is not transparent, the markings must also be on the packaging.

CDs - Subject to censorship for objectionable material
Cosmetics - containing more than 250mg/kg of lead require approval from the Ministry of Justice and Customs, excludes those designed for hair treatments

Food - any food will quarantined and inspected.  Delivery delays and additional charges will be applicable

Samples- the invoice must state the material composition of the sample

Shoes - Under Trade Marking requirements shoes must be individually marked in a permanent manner with the country of origin and their material content

Telephones - portable telephones require an Import Permit

Watches - The Department of Commerce requires that the watch, the watch housing and the watch's movement be individually labelled with the country of origin if they are all not made in the same country.  If each item is made in the same country only the case needs to be marked.

For some goods an import license is required and has to be obtained in advance from the Australian High Commission or the Australian Quarantine and Inspection Service
